The House Manual is titled in the Library as Constitution of the United States, Jefferson's manual, the rules of the House of Representatives ... : and a digest and manual of the rules and practice of the House of Representatives.
It is a book of parliamentary procedure, written by Thomas Jefferson and formally incorporated into the rules of the U.S. House of Representatives. The House prints an abridged version regularly under the name Constitution, Jefferson's Manual, and Rules of the House of Representatives.
